0. INTRODUCTIONThis specification provides the definition of the Work grant request message (WKGRRE) to be used in Electronic Data Interchange (EDI) between trading partners involved in administration, commerce and transport. 1. SCOPE1.1. Functional definitionA message specifying details of requests to a governmental authority from an employer for workers who need a work grant or permit. 1.2. Field of applicationThe Work grant request message may be used for both national and international applications. It is based on universal practice related to administration, commerce and transport, and is not dependent on the type of business or industry. 1.3. PrinciplesThe message is to provide detailed information of one or more requests. A Work grant request message is transmitted from an employer to a governmental agency. A Work grant request message may contain requested detailed information about a person (i.e.: the address, the profession, the location of the job and the remuneration). A Work grant request message may also be used for a modification or an extension of an existing work grant request. 2. Segment clarificationThis section should be read in conjunction with the segment table which indicates mandatory, conditional and repeating requirements. The following guidelines and principles apply to the whole message and are intended to facilitate the understanding and implementation of the message: All specified dates and times should be in the format 'yymmdd' or 'hhmm' unless all parties involved in the transaction agree that there is a functional requirement for an alternative format. Periods should be specified as whole numbers representing the required period as indicated in the format qualifier (weeks, months, etc.) Where a choice of code or text is given only the code element should be used wherever possible. Conditional data that is not required in the message should not be included. Care must be taken that the segment qualifier in dependent segments do not conflict with the segment qualifier of the trigger segment of a group. 4.1.1. Header sectionInformation to be provided in the Header section: 0010 UNH, Message headerA service segment starting and uniquely identifying a message. The message type code for the Work grant request message is WKGRRE. Note: Work grant request messages conforming to this document must contain the following data in segment UNH, composite S009:
0020 BGM, Beginning of messageA segment by which the sender must uniquely identify the work grant request by means of its type and number and, when necessary, its function. 0030 DTM, Date/time/periodA segment specifying general dates and, when relevant, times related to the whole message. The segment must be specified at least once to identify the document date. The Date/time/period segment within other Segment groups should be used whenever the date or time or period requires to be logically related to another specified data item. 0040 QTY, QuantityA segment identifying the quantity of employees of an enterprise, divided into workers and remunerated staff and each group further divided into foreigners and natives. 0050 Segment Group 1: PNA-ADR-LOC-DTM-SG2A group of segments identifying the parties with associated information. 0060 PNA, Party identificationA segment identifying names of the parties, in coded or clear form, and their functions relevant to the Work Grant Request Message. Identification of the enterprise and the job administration parties is mandatory for the Work Grant Request Message. It is recommended that, where possible, only the coded form of the party identification should be specified, e.g. where the enterprise and the job administration are known to each other, thus only the coded identification is required, but a job center or a job application address (interview) may vary and would have to be clearly specified, preferably in structured format. 0070 ADR, AddressA segment specifying the address of the relevant party. 0080 LOC, Place/location identificationA segment giving more specific location information of the party specified in the ADR segment, e.g. internal site or building number. 0090 DTM, Date/time/periodA segment specifying the relevant date or time. 0100 Segment Group 2: CTA-COMA group of segments giving contact details of the specific person or department within the party identified in the PNA segment. 0110 CTA, Contact informationA segment to identify a person or department and their function, to whom communications should be directed. 0120 COM, Communication contactA segment to identify a communications type and number for the contact specified in the CTA segment, e.g. telephone-number, fax-number, telex-number. 0130 Segment Group 3: RFF-DTMA group of segments for giving references and, where necessary, their dates, relating to the whole message. 0140 RFF, ReferenceA segment identifying the reference by its number related to the whole message. 0150 DTM, Date/time/periodA segment specifying the date or time related to the reference. 0160 Segment Group 4: GEI-FTXA group of segments specifying general processing indicators and, when necessary, additional textual information, relevant for the whole message. 0170 GEI, Processing informationA segment specifying general indicators for the whole message. 0180 FTX, Free textA segment with free text information, in coded or clear form, used when additional information is needed but cannot be accommodated within other segments. Detail sectionInformation to be provided in the Detail section: 0190 UNS, Section controlA mandatory service segment placed before the first user segment in the detail section to avoid segment collision. 0200 Segment Group 5: RFF-DTM-SG6-FTX-SG7-SG8-SG9-SG11-SG15A group of segments providing details of the individual worker and information related to the work grant request. There must be at least one occurrence of Segment group 5 within a Work Grant Request Message. This Segment group may be repeated to give information about several other foreigners and work grant requests. The Segment group 5 gives information about the person, the profession, the location of the executed job and may give additional information of the job, the remuneration and, when necessary, the address of the related job center. 0210 RFF, ReferenceA segment identifying the administrative operation of the work grant request by a number given by employment agency. 0220 DTM, Date/time/periodA segment specifying date and, when relevant, time relating to the work grant request. Examples of the use of this DTM segment are: starting date of social insurance. 0230 Segment Group 6: PNA-ADR-DTM-LOC-NAT-PDI-DOCA group of segments specifying identity and related information regarding a person expected to be employed. 0240 PNA, Party identificationA segment giving the identity, in coded and/or clear form, of the person expected to be employed. 0250 ADR, AddressA segment identifying the address of a person and its function relevant to the Work grant request message. 0260 DTM, Date/time/periodA segment indicating the date of birth of the person concerned by the work grant or permit. 0270 LOC, Place/location identificationA segment giving more specific location information of the party specified in the ADR segment, e.g. administrative location of a person. 0280 NAT, NationalityA segment indicating nationality of the person expected to be employed. 0290 PDI, Person demographic informationA segment indicating some addition information relating to the person expected for an employment i.e. gender, marital status... 0300 DOC, Document/message detailsA segment giving the list of documents the person may produce. 0310 FTX, Free textA segment giving, in coded or free format, any additional information regarding the identity and status of the person: i.e. new national administrative requirements not yet solved by the message. 0320 Segment Group 7: GEI-FTXA group of segments specifying general processing indicators and, when necessary, additional textual information, relevant for a work grant request. 0330 GEI, Processing informationA segment specifying general indicators related to a work grant request, e.g. indicator for a new work grant request, indicator for an extension of an existing work grant request. 0340 FTX, Free textA segment with free text information, in coded or clear form, used when additional information is needed but cannot be accommodated within other segments. The codes are related to education, job experience, special knowledge and required qualifications. 0430 FTX, Free textA segment with free text information, in coded or clear form, used when additional information is needed but cannot be accommodated within other segments. It may contain the remuneration amount or a remuneration range and additional remuneration benefits. 0450 SAL, Remuneration type identificationA segment identifying the type of the remuneration and, if required, the name of the remuneration type or contract. 0460 FTX, Free textA segment with free text information for the remuneration type or contract, in coded or clear form, used when additional information is needed but cannot be accommodated within other segments. In computer to computer exchanges such text will normally require the receiver to process this segment manually. 0470 DTM, Date/time/periodA segment specifying the dates and/or times related to the remuneration. 0480 Segment Group 12: ATT-FTXA group of segments giving attribute information, in coded form, for the remuneration and, where necessary, additional textual information. 0490 ATT, AttributeA segment identifying in coded form additional remuneration information and other benefits. The codes are related working conditions, working time, employment contract, piece of work and remuneration benefits. 0500 FTX, Free textA segment with free text information for additional remuneration benefits, in coded or clear form, used when additional information is needed but cannot be accommodated within other segments. The remuneration range is related to the type of remuneration in the MOA segment. 0570 FTX, Free textA segment with free text information, in coded or clear form, used when additional information is needed but cannot be accommodated within other segments.
